Art related projects caught in cost-cutting panel

Among the projects caught up in the ‘budget screening’ being carried out by the Government Revitalization Unit are several art-related projects. The panel has pointed out that the 12.1 billion yen in operating expenses requested from the Ministry of Foreign Affairs by the Japan Foundation includes funding for projects similar to ones run by the Agency for Cultural Affairs and other organizations, that amakudari officials are receiving considerable remuneration, and that there is a lack of objective assessment. The panel has decided that revisions are necessary, including giving priority to overseas projects when it comes to cultural and artistic exchanges. With regard to the 94.2 billion yen portion of the Japan Foundation’s 95.1 billion yen working funds that is currently provided by the government, the panel has suggested consideration be given to repaying the full amount to the government coffers following a close examination.

As well, with regard to the International Exchange of Artists Program run by the Ministry of Education, Culture, Sports, Science and Technology (MEXT), which includes overseas study programs for up-and-coming artists, the panel pointed out the need for the creation of mechanisms for the verification of results and assessment and recommended a ‘reduction in budget requests’. In response, the Ministry is inviting the public to give their opinions on the projects covered by the review by email (until December 15).
